- At least one SAPSTRSRV (SAP Start Service) job is running.
- STARTSAP job log will not report any errors.
- Can occur when a kernel upgrade has just been completed.
- Alternatively, STOPSAP may be failing. Some jobs may refuse to end when you call it.
