Is there a way to limit the availability of the assignment type based on the user/admin access?

No, it is not possible to limit the assignment type availability based on the user/admin access.

The functionality you are referring to is not currently part of the SAP SF LMS module. However, we encourage you to submit an enhancement request to have this functionality considered within future development cycles – you can do this on our Customer Community Portal at http://community.successfactors.com/.
