2476779 - SDM call of addsubstvars ends with returncode 4 - SWPM Error

Symptom

While running Software Provisioning Manager tool (SWPM) to perform an Installation or Target System Installation, the tool fails with the following error message:

The step setSubstVars with step key |NW_Doublestack_CI|ind|ind|ind|ind|0|0|NW_CI_Instance|ind|ind|ind|ind|ci|0|
NW_CI_Instance_Configure_Java|ind|ind|ind|ind|javaconfig|0|setSubstVars was executed with status ERROR

This issue happens because during the execution of SDM, file SUBS_PARAM_TO_BE_SET.XML could not be read:
