2476807 - SAP instance fails to start on IBM i

Symptom

The SAP instance fails to start. There are no logfiles updated in the /usr/sap/<SID>/DVEBMGS<nn>/work  directory

In the joblog (DSPJOBLOG) you can see the following errors :

       Starting instance <nn> of system <SID>...                                   
       No authority to use command.                                            
       Ownership of object JLQMHLJOBL in QTEMP type *USRSPC changed.            
       StartInstance: Error starting subsystem SAP<nn><SID>                       
       StartAllInstances: Failed to start central instance <nn> of system <SID> on  host <hostname>                                                           
       O4STRSTP: Starting all instances of system <SID> failed
