Procedure

1. To create a workflow, go to the Admin Center.
2. In the Tool Search field, enter Manage Organization, Pay and Job Structures.
3. From the Create New dropdown, choose Workflow Configuration. 
4. Enter the details of your workflow and Save.

Note:

You need to set the workflow configuration such that the approvers cannot edit any data and the Edit Transaction field is set to No Edit. Context should be set as Target. Respect Permission should be set as NO.
