Symptom
Ad Hoc Report of Goal / Objective Management domain has fields showing the ID number and not the text / label value.

Reproducing the Issue
- Go to Ad Hoc reports
- Create a new report of Goal or Objective Management domain
- Add fields such as "Salutation" that are configured as picklist in the data model
- Preview the report
- See ID values instead of the label values "Mr.", "Mrs.", "Ms." or "Miss."
Cause
The reason the Goal/Objective Management report pulls numeric values in Ad Hoc is because some fields of the User Data File (Admin Center > Employee Export) have numeric values in it. These fields are configured with numbers because they are picklists and Goal/Objective Management domain currently does not support picklist transformation number to label function in the Adhoc Configuration tab.
If we create another adhoc with a different domain like Employee Profile we can see that the same field "Salutation" is available in the Configuration tab to be changed in label or ID:
