2478325 - No authorization to change/delete virtual host/system service

When trying to create a Sub-Element, under /sap/public/bc, an error message is occuring as shown below:

SAP NetWeaver 7.x

SAP NetWeaver 7.4 ; SAP NetWeaver 7.5 ; SAP NetWeaver Application Server for ABAP 7.4, OEM version 1.0

no authorization change/delete, sicf sap/public/bc no authorization , KBA , CA-FE-NEW , App for displaying of news feeds , Problem
