2479154 - Multiuser request is stuck in the workflow and not moving to the next stage

Symptom

While trying to submit a multiuser access request or UAR for 150 users, using a custom request type, the request is not proceeding to the next stage, it does not get past the first stage. Runtime monitor shows the workflow gets all the way to the point of "calling exit" but never progresses.
