2479367 - Java does not restart in downtime phase of upgrade

Symptom

Java does not restart during the downtinme phase of an upgrade.

In the work directory it shows that the bootstrapper fails during synchronization - the jvm_bootstrap.out file has the folloeing errors:

com.sap.engine.bootstrap.SynchronizationException: Storage access initialization failed due to OpenSQL error.Check if your db driver file is available on the file system or if the user has correct permissions for that file....

com.sap.engine.frame.core.configuration.ConfigurationException: Error occurred during DB access: {0}, {1}.....

Caused by: com.sap.sql.exception.OpenSQLException: Invalid object name 'J2EE_CONFIG'.
OpenSQLExceptionCategories: [NON_TRANSIENT, DB_OBJECT_UNKNOWN].....

Caused by: com.microsoft.sqlserver.jdbc.SQLServerException: Invalid object name 'J2EE_CONFIG'.....
