2479634 - MMT_EP_ATTR_DATA repository table growing - Information steward.

• Repository table MMT_EP_ATTR_DATA is growing exponentially each time a task is ran or a project in imported. 
• Import of large Information Steward projects fails with a hung status bar.
• When trying to use the Purge utility the following error message is logged:
  Error " JZ028: Illegal value set for JCE_PROVIDER_CLASS connection property. The property value must be a fully qualified provider class name passed as a String or an instance of java.security.Provider."
