2479757 - Disabled buttons in the button configuration are still enabled on the Incident screen

• The buttons "New", "New from Template" and "Copy" buttons are disabled in the button configuration of the incident view, but the buttons are still enabled on the WebUI screen.
• You cannot remove the buttons via button configuration.
• You tried to enter text for a button, but nothing changes on the screen.
