2479903 - Workflow not active message releasing a transport request

Trying to release a transport request on SE01, the following error message is shown:

 Workflow not active 
 Message No. CTWF505

 Diagnosis
 You attempted to start the special transport workflow. This workflow is not active in your SAP System.

 System Response
 The function terminates.

 Procedure
 Contact the system administrator. For more information, see the SAP Library underBasis Components ->Change and Transport System ->Transport Management System ->Configuring TMS ->Configuring the Transport Workflow.

In this condition, it is possible to release the task but not the transport request itself.
