2480093 - Exception CX_SCA_OBJECT_RESTRICTED when saving a Change Document after executing the action to pass change to test system

When you save after executing the action to pass a change to a test system, the status of the Change Document does not change and you encounter the following error message:

An exception with the type CX_SCA_OBJECT_RESTRICTED was raised, but was not handled locally or declared in a RAISING clause.
