2480245 - Cannot launch some applications from Launchpad - "Error: found in negative cache" or "Component ID is not unique" error due to inactive secondary

• Launching an application on Launchpad fails; an error pop-up "Could not open app. Please try again later" is thrown.
• Debug console logs show "Failed to load UI5 component" along with "Failed to load U5 component for navigation intent" and "Error: found in negative cache".
• Different users might see different browser console log errors when launching the same application.
