2481277 - User Merge - Free-Floating item does not complete a Program after a user merge

• Source user completes free-floating items, but the completion is not triggered to the target user's Program after a user merge.

• Learning Management System

1- Create a Target and a Source user;
2- Create two items;
3- Create an Open-Ended Program;
4- Add the items to the Program Agenda;
5- Record the 2 items created to the Source user's history.
6- Assign the Program to the Target User (do not record any learning);
7- Merge the Source into the Target user;
8- Items will now appear in the Target user's history;
9- Proxy as the Target user;
10- Program will still sit in his Plan

• Per Product Management confirmation, Merge Users tool do not trigger Source user's free-floating items completion to a Target user's Programs.

• Product Management and Engineering teams will work on a Product Enhancement for a future release.
