2481788 - RFC server connections are not re-established

Symptom

  1. When there is a server failure or restart, the RFC server connections are not re-established.
  2. When the gateway is restarted/shutdown, an NCo Server fails to reconnect. The corresponding event for the state change from RUNNING to BROKEN is also not raised.
  3. When an NCo Server uses the feature of registering on an entire group of gateways and the first gateway in the group is down, the NCo Server aborts the startup and does not try to register on the remaining gateways.
  4. When an NCo Server uses "group registration" and does not provide the group, the registration fails with a network error.
