2482106 - Cannot create private temporary directory

Symptom

Trying to start various AS Java applications, such as Portal, useradmin, SLD, give the following example error:

Web application [useradmin] cannot be started. The error is: com.sap.engine.services.servlets_jsp.server.exceptions.WebDeploymentException: Error in starting application [sap.com/com.sap.security.core.admin]

Caused by: com.sap.engine.services.servlets_jsp.server.exceptions.WebDeploymentException: Cannot create private temporary directory for the servlet context of application [useradmin].

The above example is for useradmin application. The error can come for various standard AS Java applications.
