2483050 - IBP: Cannot upload CSV with special characters

Symptom

Cannot upload CSV file with special characters (for example: Japanese characters) on SAP-IBP WEB UI via Data Integration Jobs application. The downloaded Initial Problem Report contains:

866,E,400 ,cannot import data because data format is incorrect,Error while importing data. List of columns provided for data integration uploads for batch ID <XXX> is invalid
