2483117 - key Could not create SSL socket in Solution Manager status for managed Java server instances

In Solution Manager System Monitoring, See the following error related to a Managed Java server:

Service call exception; nested exception is: com.sap.exception.io.SAPIOException:<--Localization failed: ResourceBundle='com.sap.exception.io.IOResourceBundle', ID='Could not create SSL socket:java.net.ConnectException A remote host refused an attempted connect operation.', Arguments: []-->: Can't find resource for bundle java.util.PropertyResourceBundle, key Could not create SSL socket:java.net.ConnectException A remote host refused an attempted connect operation.

Default trace of the Solution Manager Java shows the following errors:

This exception is wrapper of javax.xml.ws.soap.SOAPFaultException. com.sap.engine.services.webservices.espbase.client.bindings.exceptions.SOAPFaultException: Authorization missing for service "urn:sap-com:document:sap:soap:functions:mc-style E2E_DCC_PUSH", operation "E2eAfwkPushStatus"; more details in the web service error log on provider side
