2483469 - J1B_NFE_ERP_GRC226 UFCONS field is not filled automatically

The user can identify the issue at two different situations:

1) The user creates an NF-e using the transaction MIRO and the field Consumer Region (UFCONS) in the Fuel tab is not filled

2) The user sends an NF-e and the following validation error occurs:

Validation error: Field PROD_COMB[X]-UFCONS: Field no. Consumo (UF) must be filled
