2483634 - saptools database gets filled up too fast - SAP ASE for BS

Symptom

The issue in DB "saptools" - the DATA segment is getting filled up very fast.
Error 2601 duplicate key row keeps reported in Job Log and data collector (TABLES and INDEXES) log.

For example:
Job execution failed. See job history and log file for details.
Attempt to insert duplicate key row in object 'DBH_STG_INDEXES' with unique index 'DBH_STG_INDEXES~0'
Command has been aborted.
