2483802 - CCDB ConfigStore error "RFC System Failure / Internal tables cannot be changed during a LOOP over" - SAP Solution Manager 7.1

Symptom

In the Change and Configuration Database (CCDB) the ConfigStore AUTH_COMB_CHECK_USER cannot be updated due to the error

RFC System Failure / Internal tables cannot be changed during a LOOP over

A runtime error (dump) can also be observed in Transaction ST22:
