2483845 - HANA secondary connection error: "No shared library found for the database with ID" or ADBC error 'Internal error 16 has occured'

During a secondary database connection test to target HANA database via DBACOCKPIT the following error shows:

• ERROR Database connection <your_connection>: ADBC error 'Internal error 16 has occured'

In SM21 sys log errors seen like:

• Unexpected return value 8192 when calling up DBDS
• No shared library found for the database with ID

This issue can occur on any combination as long as the secondary database is a SAP HANA database.
