2484279 - Java system does not start when ABAP system is under upgrade

Symptom

You have a separate ABAP system and a separate Java system. UME of Java system is connected to ABAP system.
When ABAP is under upgrade, you restart Java system and you notice Java system does not start up. Following error throw out in std_server<X>.out log:
Service [com.sap.security.core.ume.service] start ================= ERROR =================
CSN Component [BC-JAS-SEC-UME], DC Name [sap.com/com.sap.security.core.ume.service]
com.sap.engine.frame.ServiceException: Start of UME service failed. Check help topic "Start of UME Service Failed". Technical details: com.sap.conn.jco.JCoException: (103) JCO_ERROR_LOGON_FAILURE: Initialization of destination UMEBackendConnection failed: Upgrade still running: Logon not possible on <hostname> sysnr <xx>
