2484928 - Comments in the summary Section truncated in PM form

In summary section, the section comment with more than 4000 characters will be truncated when form is reopened or routed to next step.

Performance Managerment

Steps to reproduce:
1. There is no character limitation configured in form template
2. Create form and send it to employee
3. Employee provides more than 4000 characters in comment box of summary section
4. Employee saves the form and and closes the form.
5. Employee opens the form again

Actual Behavior:

The comment in summary section is truncated less than 4000 characters.

It is actually system expected behavior that comment characters cannot be over 4000. This is to be consistent with definition of feedback table.

An enhancement PMU-4455 is already in a roadmap in which system should send a warning when user is trying to save a form with over 4000 comment characters in summary section.
