"Step History" tab for such step makes ref to errors:

  • WL 821 Work item nnnnnnnnnnnn: Object ERMSSUPRT2 method RULEEXECUTION cannot be exectued 
  • SWF_RUN669 Application method has processed message 'E', see long text
