• You are performing an installation or upgrade of an add-on that contains components which require's Conflict Resolution Transports (CRT) 
  For example: Component HCMPSE 604 requires CRTs for SAP_HR 604
• The Software Update Manager (SUM) stops with the error The system found conflicts for add-on "COMPONENT" release "XXX" (see list)

Below is an example of the error on the SUM tool itself:

ERROR: Conflicts found.
Check log file 'SPDA CONFLCHK.LOG' for details.
To resolve the conflicts the current step will be repeated and you
must change your Add-on or Support Package selection or add 
Conflict Resolution Patches (CRT).

• However, when you search for the requested CRT(s), you are not able to find them on the Service Market Place
• Also, when you check the generated stack xml for the upgrade, the CRT(s) were not included
