2486904 - Error: "The update tool was unable to connect to the SAPControl web service on any of the detected instance numbers." during INPUT-OS-USER-PASSWORDS phase in SUM

During the phase INPUT-OS-USER-PASSWORDS, SUM tool is not able to gather information regarding your instance <INSTANCE NUMBER> running on host <HOSTNAME>.

• You receive the below similar error in the INPUT-OS-USER-PASSWORDS_01.LOG
  
  Apr 14, 2017 10:36:00 AM [Error ]: Instance 0 on host <HOSTNAME> cannot have status STOPPED and RUNNING at the same time.
  Apr 14, 2017 10:36:00 AM [Error ]: The method getSystemInstanceList returned more than one entry for the instance with number <INSTANCE NUMBER> on host <HOSTNAME> and the two entries have different states.
  Apr 14, 2017 10:36:00 AM [Error ]: The following problem has occurred during step execution: com.sap.sdt.tools.sysinfo.InstanceDetectorException: The update tool was unable to connect to the SAPControl web service on any of the detected instance numbers. Check that the SAP Start Services are running for all instances in the cluster. See SAP Note 1401712 for further information.
