Cause
Both Chrome and Safari automatically add this blue border style around anchor links or inputs (e.g.: text area or text field) when you "focus" or "active" these inputs.
Resolution
This is expected Chrome and Safari browser behavior. The settings that may be changed in global navigation are referred in Theme Settings: Global Navigation | SAP Help Portal
