Symptom
Unable to link to internal shared drive when using the Link or HTML functionality within a Learning Program.

Cause
Files (or) URL's that are part of shared drives can be only accessed if the machine is connected and the user log's in using the same network in which the shared drive is located.
Resolution
The links when trying to access through programs will not work if they are from the shared drives as there will be permission settings that will not allow external users to access them through LMS.
However they can be accessed directly through the machine that are connected to their network and there won't be any problem.
So this is as per the design and is the intended functionality.
In case you want the same content then you should be saving them in any cloud location (or) and make sure that they are accessible publicly via URL like for eg: https://abc.com etc.
Only that way you can link the url's through programs.
