2489049 - Massive syntax errors and ABAP dumps happen after a transport in upgrade project

Symptom

1. A transport request(TR) was created in development system for Note implementation and object adjustment before or during the upgrade process.

2. The TR was released after the development system upgrade.

3. The TR was transported into subsequent system.

4. Massive syntax errors and ABAP dumps happened after the transport into the subsequent system.
