2492917 - DB2 software level mismatch between client and server.

Symptom

R3load may fail with error " DB2 software level mismatch between client and server"
Following a Database Software installation on the Database Server without any issue and following on with an upgrade. The db2ckupgrade can fail with errors like
Cannot load program /db2/db2<SID>/<version>/bin/db2langdir
Dependent module libdb2locale.a(shr_64.o) could not be loaded
