2493085 - ORA-27300,ORA-27301,ORA-27302 error occurs when restart the database in Windows

Symptom

When you restart Oracle instance, you found the following errors in Oracle alert log.

Errors in file <driver>:\oracle\<SID>\saptrace\diag\rdbms\<sid>\<sid>\trace\<sid>_ora_<num>.trc:
ORA-27300: OS system dependent operation:open failed with status: 5
ORA-27301: OS failure message：Access is denied.
ORA-27302: failure occured at：sskgmsmr_7
