2493753 - Transfer capitalization: base value calculation when useful life is less than 1 year

Symptom

You have an asset which is capitalized by transfer in the middle of the year. The source asset have both depreciation in previous year and current year. Target asset is with useful life less than 1 year and base value is set as 24 NBV in multilevel method.

When you check the depreciation calculation, you will see the base value calculated as APC - depreciation for previous year but not APC - all depreciation in source asset. You are using the new depreciation engine.
