Goal plan state does not change automatically when the form is launched or routed to first step.

SAP SuccessFactors Goal Management

1. Define the goal plan states in the Goal plan
2. Link the goal plan to the form template
3. Launch the form to the employees
4. By default ,the form will be routed to first step when the form is created

It's the system expected behavior.

The goal state cannot be changed in the first step because the form will be auto routed meaning when the form is launched, as the PM form falls into the Route Map First Step automatically, and so the goal plan state won't change in this auto routing process.
