2495528 - OData Performance issues with employee Master Data Queries

An OData API call takes an excessive amount of time to process a request.

Starting a query with effective dated entites such as: EmplCompenstaion, EmpJob, PerPersonal

1. Never use an effective dated  object for employee master queries

2. Effective dated objects should only be used when extracting employee historical data

3. Employee master queries should always start from the Perperson/User entity.
