2495677 - Unable to restrict authorization at record type for Import Data function in Learning through permissions

Requirement to restrict authorization at record type for Import Data function. For example: Allow admins to import registration and assignment, but restrict them to import instructor data.

The Import Data tool doesn't have any permissions which can be sub-categorized based on the entities, like user and instructor.

For example: If admins don't have the permission to add and edit instructor, then they won't have the option of the instructor record in the dropdown when using the import tool (this applies to all other options in the dropdown).
