Can we restrict users and admin from attaching file after recording learning

No, it is not possible to restirct a user from attaching file after self record learning.
Also it is not possible to restrict an admin from only attaching file using learning event editor.
Reason: There is no specfic workflows with respect to attachments to restrict users or admin from attaching file after record learning.
