Reproducing the Issue
- Go into Development module
- Click on Add new development
- Notice the competency is duplicated

Competency in Development plan is retrieved from the library that is mapped in the form template and as well from Job Profile.
Please check the roles assigned to the users and competencies mapped to the roles. If the same competency is mapped to different roles that is assigned to the user, system brings the duplicate competency in Development Plan.
