2498293 - No Delta Sync against backend on first synchronization after restart of Kapsel offline application and SCPms - Kapsel

Symptom

First sync after most restarts of an Android Kapsel Offline Application is always a full sync against the backend.  Each Sync after the initial sync upon registration and each sync after the initial sync after a restart is a delta sync.  Eventually this is the problem from note 2445448 in the SAP Cloud Platform mobile services (SCPms).
