2498328 - It is possible to create a portfolio item in a classification bucket

Symptom

In Portfolio Management you switch to a Classification Hierarchy and open a bucket. In tab "Items" for this bucket you notice that it is possible to create items.

This should not be possible: it should only be possible to create items in a main Portfolio (not in a classification hierarchy).
