2499102 - Hana DB will not start with error "Assign failed with persistence"

Symptom

The SAP HANA Database cannot be started with the following issue observable in the nameserver:

assign failed with persistence startup error. exception  1: no.70029048 (Logger/PersistenceController.cpp:299)
try to open existing persistence log volume, but filesystem path does not exists

global.ini file reflects the correct information for basepath parameters:

basepath_datavolumes = /hana/data/<SID>
basepath_logvolumes = /hana/log/<SID>
