2499222 - Risk XX already has the same function combinations.

1 - You have some duplicated Risk IDs - two risks that have different IDs, but same function combination and both are active. While trying to set unneeded Risk ID status to "Inactive", system returns the error message "Risk XX already has the same function combinations".

2 - Try to create a new risk with same combination of functions but in a different Rule Set
