Symptom
The admin has already recorded completion of required item(s) or hour(s) in a requirment but it is still not showing as complete in the curricula.

Reproducing the Issue

Create a curriculum with a requirement.

Assign the curriculum to a user.
- As an admin, record the completion of required items in the requirement.
- If the requirement is 1 item per pool items, record the completion of at least one item for the user.
Cause
This is an expected behaviour of the system.
An item must be assigned first to the user's learning plan before it could be recognized by the requirement.
Even though you record the completion as an admin but the item is not in the learning plan, the requirement will stay incomplete.
Please remember that items under the requirement do not get automatically assigned to the user. The user (or the admin) still has to choose which to take among the courses.
Resolution
Assign the required item first to the user then record its completion.
