Symptom

During upgrade, ACT_UPG fails with following error:

   3 EDT012XActivate table "VSUID_CD_USR06"
   3EEAD222 INCLUDE table "SUID_CD_USR06" is not active
   3EEDT003 Routine "EXPAND" (Table "VSUID_CD_USR06" could not be expanded)
   3 EDT013 Table "VSUID_CD_USR06" was not activated
1EEDO519X"Table" "VSUID_CD_USR06" could not be activated

   3 EDT012XActivate table "VSUID_CD_USR06SYS"
   3EEAD222 INCLUDE table "SUID_CD_USR06SYS" is not active
   3EEDT003 Routine "EXPAND" (Table "VSUID_CD_USR06SYS" could not be expanded)
   3 EDT013 Table "VSUID_CD_USR06SYS" was not activated
1EEDO519 "Table" "VSUID_CD_USR06SYS" could not be activated
1 ETP111 exit code           : "8"

Check (in SE11) on structure VSUID_CD_USR06, gives following error:

Check table VSUID_CD_USR06
INCLUDE table SUID_CD_USR06 is not active
Routine EXPAND (Table VSUID_CD_USR06 could not be expanded)
Check on table VSUID_CD_USR06 resulted in errors

ABAP or Dual Stack System
