2501246 - Unexpected territories assigned to an account when removing the postal code

Symptom

When you delete the postal code of an account you can see that new territories are getting assigned to it whereas you expect to have less territories assigned. For example an account A with country US and postal code 12345 is assigned for a territory T with a rule for country US and postal code 12345. When deleting the postal code for account A you expect the assignment between A and T to be removed but actually it stays and new assignments to new territories are added.
