2501950 - IR56B form does not display for only some users on portal

Symptom

You are using java based IR56B function in ESS. For some users only, the IR56B form does not show up correctly, even though the working users and non-working users are assigned the same portal role.  
You may see a screen like below for the non-working users when an IR56B form is expected to be displayed on portal.
