How can we force users to change their passwords after an administrator changes their passwords?

The configuration that forces users to change their passwords every time their credentials are changed by an administrator is the following:

Go to System Administration > Configuration > System Configuration > AUTHENTICATION > loginPolicy.USER.forcePasswordExpiration=true
