2502314 - Job profile : Skills removed after editing job profile

After editing Skills on Job profile for one specific language, information is removed for others languages. 

All HCM environment 

1. Go to Manage job profiles 

2. Select a job profile and edit the proficiency level for one specific language 

3. Edit same job profile with a different locale/ save it. 

4. Go back to the job profile and you can see that the Proficiencly has been reset. 

Expected behaviour

Skill proficiency level is localized, meaning different locales may have different values and users should select a specific value for each locale.
