2502819 - Unable to search for users in Data Retention Management tool

I have created a permission role which gives users the permission to create and approve purge requests. When these users navigate to the tool and search for users, no users will appear

1. Navigate to Data Retention Management
2. Create New Purge Rule
3. Purge Inactive User
4. Select a single user
5. Type users name - no users will appear

Although the users have the permission granted to create and approve purge requests, this does not grant them the permission to search for users. Additional permissions are required.

Users need to be granted the permission for Manage users also via RBP to be allowed search for users

Note: You can search users in Data Retention Management via their Username.
